What are some good photo editing/digital art programs I can get for free?

I need something better than MS Paint to attempt CG art, but being poor and young, I can’t buy any really good programs like Photoshop. So does anyone have some suggestions on things I can get for free? I’d like to find something that can be used both for CG and photo editing if I can.

The best photo editor is Photoshop hands down, but if you are looking for something free you can try PhotoPad from NCH Software. It can’t do everything photoshop can, but it is pretty user friendly and it is a small download. Here is a link for some more information:

Cropmom.com at has thousands of designer graphics which might be something that may be helpful. This is a digital online scrapbooking site that does not require software download, it is free to use, and has some editing capability.
