    Photoshop is the best, but it’s somewhat expensive.

    Picasa from Google is easy, fast and free. (and makes it very simple to email your photos and/or share them in other creative ways.)http://picasa.google.com/

    If you want more sophistication try Paint.Net

    or Gimp

    They’re both free and feature-packed (not far from Adobe’s Photoshop.)

    I think PhotoShop is the best by far, but it is more expensive and takes a bit to learn. However, Adobe makes a user-friendly version of it called Adobe PhotoShop Elements. I think it retails for around $75-$100 and is much easier to use than the original PhotoShop.
