For me, it would have to be Corel’s Paint Shop Pro. It’s very close to Photoshop in terms of functionality.
I think Corel mucked it up a bit when they bought it from Jasc Software, so if you can get an earlier version, pre Corel, you should try.

Photoshop Elements is just under $100.00 and can do most anything you want it to.

Hi, good question…
I think some of the posters were correct with Photoshop elements and possibly Gimp. By the way, you ’should’ be able to get a good price on Photoshop on eBay, if you look around. I think, because you’re working on family photographs, that it’s essential you use a good tool and get it right the first time.
By the way, electronic scrapbooking is a great idea.
Here’s another photo editing software that’s under $50. However I must admit I’ve never used it, so maybe ask around a little before you jump into it:
